নিজস্ব প্রতিবেদকঃ- মর্টগেজ ডাটা ব্যাংক স্থাপনের ফলে এক জমি বারবার বন্ধক রাখা যাবেনা। এর ফলে জমি নিয়ে ফটকাবাজি করার দিন শেষ।
ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী আজ সোমবার বিকালে রাজধানীর তেজগাঁওয়ে অবস্থিত ভূমি ভবন মিলনায়তনে মর্টগেজ ডাটা ব্যাংক এবং মামলা ব্যবস্থাপনা সিস্টেম-এর উদ্বোধন করার সময় প্রধান অতিথির বক্তব্যে এই কথা বলেন। উদ্বোধনী অনুষ্ঠানে বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন ভূমি সংস্কার বোর্ডের চেয়ারম্যান সোলেমান খান এবং বাংলাদেশ ব্যাংকের ডেপুটি গভর্নর কাজী ছাইদুর রহমান। ভূমি মন্ত্রণালয়ের সচিব মোঃ মোস্তাফিজুর রহমান পিএএ অনুষ্ঠানে সভাপতিত্ব করেন।
ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী এ সময় আরও বলেন, প্রধানমন্ত্রীর নেতৃত্বে আমরা ভূমি মন্ত্রণালয়ে স্বচ্ছতা বৃদ্ধির জন্য কাজ করে যাচ্ছি। এর সুফল দেশবাসী এখন পাচ্ছেন। এক সময় এক জমি কয়েক জায়গায় বন্ধক দেওয়া হতো। মর্টগেজের উপর ভিত্তি করে ব্যাংকিং ব্যবস্থার অনেক লেনদেন সম্পন্ন হয়। মর্টগেজ ডাটা ব্যাংক এজন্য ব্যাংকিং তথা আর্থিক ব্যবস্থায় ইতিবাচক ভূমিকা রাখবে। আমরা ভূমিসেবা ডিজিটালাইজেশন এমনভাবে করছি যেন আগামী প্রজন্ম ভূমি নিয়ে হয়রানিতে না পড়েন – সাইফুজামান চৌধুরী এই সময় যোগ করেন।
ভূমি মন্ত্রণালয়ের সচিব জানান, যে কেউ তা বন্ধকি সম্পত্তির তথ্য যাচাই করতে পারবেন। ৭২ টি ব্যাংক ও আর্থিক প্রতিষ্ঠান সহ ৬ হাজার ইউজার অ্যাকাউন্ট তৈরি হয়েছে। এতে ২২ হাজার ২০০ বন্ধকি সম্পত্তির তথ্য উপাত্ত এন্ট্রি করা হয়েছে। তিনি আরও জানান মামলা ব্যবস্থাপনা সিস্টেমে ইতোমধ্যে প্রায় ২১ হাজার মামলা এন্ট্রি হয়েছে। খুব শীঘ্রই দুই সিস্টেমে সব উপাত্ত এন্ট্রি করা হবে এবং এটা চলমান প্রক্রিয়া।
বাংলাদেশ ব্যাংকের ডেপুটি গভর্নর বলেন, ভূমি ব্যবস্থায় এখন বৈপ্লবিক পরিবর্তন হচ্ছে। তিনি আরও বলেন, মর্টগেজ ডাটা ব্যাংকের ফলে ব্যাংকের গুরুত্বপূর্ণ সিদ্ধান্ত দ্রুততার সাথে নেওয়া যাবে। অনুষ্ঠানে অন্যান্যদের মধ্যে উপস্থিত ছিলেন ভূমি মন্ত্রণালয় ও এর আওতাভুক্ত দপ্তর/সংস্থা এবং আর্থিক প্রতিষ্ঠান বিভাগের ঊর্ধ্বতন কর্মকর্তাবৃন্দ এবং বাংলাদেশের বাণিজ্যিক ব্যাংক ও আর্থিক প্রতিষ্ঠানের ব্যবস্থাপনা পরিচালক ও তাদের প্রতিনিধিবৃন্দ।
১। মর্টগেজ ডাটা ব্যাংক:
উদ্দেশ্য: বন্ধককৃত (মর্টগেজড) জমি একাধিকার বন্ধক, ক্রয়-বিক্রয় বা নামজারি সংশ্লিষ্ট জালিয়াতি রোধে ‘মর্টগেজ ডাটা ব্যাংক’ স্থাপনের উদ্যোগ নেয় ভূমি মন্ত্রণালয়।
লক্ষণীয় বৈশিষ্ট্য: ব্যাংক, ভূমি ও সাব-রেজিস্ট্রার অফিস এবং নাগরিক কর্তৃক জমির বন্ধক সংক্রান্ত তথ্য যাচাইয়ের সুযোগ থাকবে, বন্ধককৃত জমি নতুন করে বন্ধক, ক্রয়-বিক্রয় এবং নামজারির করা সম্ভব হবেনা, বন্ধককৃত জমি নিয়ে প্রতারণা বন্ধ হবে, অর্থঋণ আদালতের রায়ের ভিত্তিতে নামাজারি সহজ হবে এবং সকল ব্যাংক কিংবা আর্থিক প্রতিষ্ঠানের চলমান ও ভবিষ্যত বন্ধকি জমির অনলাইন ডাটাবেজ হিসেবে ব্যবহার করা হবে সিস্টেমটি।
প্রাপ্য সেবা: নাগরিক এবং যেকোনো প্রতিষ্ঠানের মর্টগেজ সংক্রান্ত তথ্য যাচাইয়ের সুযোগ থাকবে। এছাড়া, ভূমি ও সাব-রেজিস্ট্রার অফিস, ব্যাংক ও আর্থিক প্রতিষ্ঠান এবং বাংলাদেশে ব্যাংক মর্টগেজ সংক্রান্ত তথ্য যাচাইয়ের সাথে সাথে প্রতিবেদন প্রণয়নও করতে পারবে।

২। কেস ম্যানেজমেন্ট সিস্টেম:
উদ্দেশ্য: ভূমি সংক্রান্ত দেওয়ানি মামলার সহজ, স্বচ্ছ ও সুষ্ঠু ব্যবস্থাপনা এবং অনলাইনে মনিটরিং-এর জন্য ‘মামলা ব্যবস্থাপনা সিস্টেম’ স্থাপনের উদ্যোগ নিয়েছে ভূমি মন্ত্রণালয়।
লক্ষণীয় বৈশিষ্ট্য: সকল ভূমি অফিস ও কোর্ট একই প্ল্যাটফর্মে আসবে, দফাওয়ারী জবাব (এস.এফ.) প্রস্তুতকরণ ও দাখিলকরণের পুরো প্রক্রিয়া অনলাইনে করা হবে, অনলাইনে নথিজাত ও নিষ্পত্তি করার সুযোগ থাকায় মামলা সংখ্যা হ্রাস পাবে এবং ভূমি রাজস্ব ও দেওয়ানি মামলা অনলাইনে সুষ্ঠুভাবে মনিটরিং-এর মাধ্যমে ভূমি সম্পদ রক্ষা করা সম্ভব হবে।
প্রাপ্য সেবা: ভূমি সেবা গ্রহীতা মামলার অবস্থা এবং শুনানির তারিখ, কৌঁসুলি শুনানির তারিখ ও আদেশ পর্যবেক্ষণ করতে পারবেন। ভূমি কর্মকর্তা মামলার তথ্য ও অগ্রগতি দেখতে পারবেন।
